SWEETWATER-More than 160 citations have
been filed against Libby Moses of Sweetwater after Code Enforcement
officials seized 41 dogs from an alleged illegal kennel operation at
her Jaynes Street home last week.
Assistant Code Enforcement Officer
Chuck Whited said code violations against Moses include cruelty to
animals and keeping the animals in a manner to cause a nuisance.
Whited also said Moses violated law that requires the animals to be
vaccinated for rabies.
"We don't believe she purposely
harmed the animals," Whited said.
But the manner in which the animals
were kept created the myriad of of alleged violations.
Moses first appeared in City Court
Friday. Whited said the judge ruled the Codes Department could seize
the animals in its capacity as the Code Enforcement body for the
city. Whited said Moses will appear in court again on July 10 and
that is when the violations portion of the case could be heard.
