Plains Mayor and Town Council are trying to fix a leaking of funds
from the Water Department.

former board has borrowed money from the Water Department to balance
"That's actually illegal," Mayor Patrick Hawkins told the town council on Thursday night.
Hawkins told the board the
state is saying the town has to pay back the approximately $180,000
they have borrowed from the Water Department over the years. The
state had been on the previous administration's case for several

"There's a pilot program
that will allow us to write off some of what the town owes," explained Hawkins.
Because the town owns the
water system, they can collect taxes from the department totaling
roughly $10,000 annually. With board approval, the town can start
